Bell Design Company was contracted by the City of Hood River to oversee and manage the critical redesign of the municipal wastewater treatment plant's 60-inch combined sewer and sanitary outfall.
The Challenge & Scope
The core objective was to develop a new confluence zone capable of safely and efficiently flushing treated effluent into the Columbia River. This required extending the existing sewage pipeline under the Hook road and positioning it further into the active river currents on the Wells Island side of the plant, demanding precise environmental and hydraulic considerations.
The Solution
BDC delivered an integrated civil engineering solution by evaluating several alternative outfall locations to optimize environmental safety and structural integrity. Our team performed comprehensive mixing zone analyses and rigorously evaluated the wastewater treatment plant's hydraulics, ensuring the new outfall design met all municipal and environmental regulations while maintaining long-term operational resilience.
